The stars idea was one we considered, but figured it would be too difficult to adequately ascertain the value of each of the civilizations in a 4v4 matchup. I notice, for example, that Aztecs are ranked above Teutons, but in 4v4, imperial age battles are far more likely, and Teutons certainly have a stronger imperial age than Aztecs overall. Then again, an Aztec monk rush might overwhelm an opponent early, eliminating later play. But if the other team has a Teuton, the monk rush will be less effective, and the Aztecs overall will be.
If you could get a list together and tell WHY your list works, it would certainly be considered. It's a fascinating setting, but very hard to get right.
Actually there is many ways to implement this, but I am not exactly sure which one would be the most suitable.
Let me illustrate a way I have in my mind anyway;
To begin with, we need to determine first mover, which could be done randomly or be given with homemap title.
Suppose team 1 gets to be first mover.
Team 1 decides to ban mayans
Now its team 2's turn. they decide to ban chinese and japans. (Now observe that there are 15 civs left available)
Now its team 1's turn to make a pick. They decide to pick persians.
Team 2 decides to pick aztecs and spanish
Team 1 decides to pick vikings and mongols
Team 2 decides to pick franks and celts
Team 1 decides to pick turks
In this set up, we only have one ban phase, and a complete map of decisions is as follows:
a Ban, 2 Bans, a Pick, 2 Picks, 2 Picks, 2 Picks, a Pick
Here I assumed teams can't pick a civ if it is already picked. However, to make things more interesting, we could let them pick the civs for second time, and then we could add some more ban phases. Feel free to ask question about the parts that are not clear to you

Maybe teams could ban another teams player for one game. For example: One team votes Daut out for match. Tyrant then picks other team player to sit out a match. It's kinda cheesy but could bring some variety in game outcomes.

I personally would like to see players making the most of a civilization out of its element. For example, if everyone were to play as Vikings on an all-land map, or as Aztecs on an island map, I think that would be fun to spectate.
Another option is to let the opposing team choose the civilizations they wish to fight against. So Team A chooses Team B's civilizations, and vice versa. This is done in secret, so each team doesn't know who they will be until just before the match begins, and they don't know how their own match-up will fare against the opposition which they've assigned. The only restriction: each of any one team's civilizations must be distinct. If one person from Team A and another from Team B both happen to be assigned the Japanese civilization, that's fine, but Team A cannot assign the Japanese civilization to two different members of the opposing team. Does that make sense?
