One of the main tactics that people in dark and middle ages used to gain power was to create false enemy,
even in modern time you can see it everywhere.
There approach to people is like this

Abrahamic Religion preists and pope used to portray non believers, gays and other people as people enemies so that people follow them blindly and give them all there money so they can save them from the evil foes.

Hitler created jews as false enemies to gain power and to justify his act of killing them.

Sometimes nations attack themselves and present it as that some other enemy attacked them, so they too create false enemies, it is called false-flagging, ( the name here comes from the fact that they put enemy flag on their own ship and orders it to attack their own troops, this is often staged properly so that their own troops don't really get hurt, sometimes they just do it for protection, and to get to enemy as close as possible and then BOOM, the ships cannon hit you before you can say " where the hell does that come from, did our own ship attacckkkckkk........ bluffggggghhhhh * dies * )

If you have seen the movie " angels and demons " you can see that the main antagonist in the movie did the same, created the false impression of illuminati among the people, who are out to destroy vatican city with antimatter and he * acted* to kill it, and save the people, just to get power and prestige.
